During this time, from a fortress on the right bank of the Terek River, it grew into one of the strategically important cities of the North Caucasus Federal District and became the intellectual and cultural center of the Caucasus.

On the eve of the holiday, the head of the local government administration (LGA) of Vladikavkaz, Boris Albegov, spoke in an interview with a TASS correspondent about what other efforts will be aimed at developing the city and improving the quality of life of citizens. According to the mayor’s plans, already in 2018, for the first time in the city in 113 years, the entire rolling stock of trams will be renewed, a record number of roads will be repaired, all entrances to the capital will be improved, and the queue at kindergartens will be eliminated.

It is well known in the region that Sergei Dzantiev had a rather difficult relationship with the chairman of the Vladikavkaz City Assembly, Makharbek Khadartsev. But now, apparently, the situation is changing.

The appointment of the acting head of the administration of Vladikavkaz, Minister of Industrial and Transport Policy Boris Albegov, means that the political initiative in the republic has finally passed to a group of people from the Alagirsky district.

It also includes the current head of North Ossetia Tamerlan Aguzarov, head of the Assembly of Representatives of Vladikavkaz Makharbek Khadartsev, Deputy Minister for North Caucasus Affairs, former senator Oleg Khatsaev, as well as ex-president of the republic Alexander Dzasokhov.

Energy drinker with an alcoholic past

In North Ossetia, Boris Albegov is known primarily as the former head of the Sevkavkazenergo company, the guaranteeing supplier of electricity to the republic.

He headed it twice - first in 2001-2006, and then from the spring of 2010 to the beginning of 2011.

Boris Albegov got into the energy sector on the wave of Anatoly Chubais’s reforms, during which the Caucasian Energy Management Company RAO UES of Russia was created in the North Caucasus (its current successor is PJSC IDGC of the North Caucasus).

This structure was headed by a businessman from Karachay-Cherkessia, Magomed Kaitov, who by that time had amassed a significant fortune in the alcohol industry.

Like Kaitov, Boris Albegov came from the alcohol business. One of the key assets controlled by his family is the Rossiyskaya Slava distillery in the Prigorodny region of North Ossetia, which was put into operation back in 2000.

Nevertheless, during the period when Albegov, after leaving Sevkavkazenergo, headed the municipal grid company of Vladikavkaz Vladenergo, it showed very good financial results (net profit for 2011 amounted to 38.6 million rubles).

However, the career of the newly appointed acting city manager of Vladikavkaz in the energy sector did not work out, which is associated with the figure of his former deputy at Sevkavkazenergo, Konstantin Gabisov, who headed this company in 2006 immediately after Albegov left.

“When Albegov headed Sevkavkazenergo, he was a very influential figure in the republic and had a very powerful resource,” says one of KAVPOLIT’s sources in North Ossetia. “But during the leadership of Taimuraz Mamsurov, he was greatly pushed out.

Konstantin Gabisov, who enjoyed the patronage of Albegov, through him entered the circle of influential people and very skillfully was able to take his place and go over to the group of ex-Prime Minister Sergei Takayev.

In 2010, Konstantin Gabisov went to work at the Ministry of Economy of North Ossetia and two years later was appointed Deputy Prime Minister.

Boris Albegov had to leave for Moscow for some time, although his ties with his native republic were never interrupted.

In particular, he was a member of the Parliament of North Ossetia for four convocations in a row, representing the Mountain constituency No. 2 of the Alagirsky district.

After Albegov finally left Sevkavkazenergo, his business began to have serious problems.

The Rossiyskaya Slava plant, owned by his family, was unable to renew its alcohol production license in a timely manner.

And in October 2011, during a meeting with the Presidential Envoy to the North Caucasian Federal District, Alexander Khloponin, on the problems of taxation and circulation of ethyl alcohol, he was mentioned among the enterprises operating without a license.

This was followed by inspections of the enterprise by employees of the Ministry of Internal Affairs, during which 15.5 thousand dal of alcohol were discovered at the plant.

According to current data from the register of licenses of the Federal Alcohol Regulatory Authority, at the moment the license for the production of alcohol for “Russian Glory” has not yet been extended.

There are no recent public data on the company's financial performance after 2011, but it has not ceased to exist.

It is known, for example, that since 2013, Igor Shatalov, who was recently appointed by the Ministry of Housing and Communal Services, Fuel and Energy of North Ossetia, worked as Deputy General Director of Russian Glory.

Other representatives of the Albegov family also occupy very noticeable positions in the republican business.

One of the largest assets of this family is the Southern Construction Company, owned by Zarina Albegova, one of the main Ossetian contractors of the Uprdor "Kavkaz" Federal Public Institution.

Last year, this company concluded contracts with road workers for more than 800 million rubles, and this year – for almost 200 million rubles. One of the former leaders of this organization, Kazbek Dzakhoev, took the post of head of the road committee in the new cabinet of ministers of North Ossetia.

The nature of Tamerlan Aguzarov’s personnel appointments generally indicates that he granted people from business almost extraordinary powers, which is generally atypical for the current governments of other regions, and not only the North Caucasus Federal District.

This became clear already in the first days after the change of power in North Ossetia, when the founder of the Vladikavkaz group of companies “Bavaria” was appointed acting first deputy prime minister and then head of government.

“Yes, we are rather an exception to the general Russian practice,” confirms KAVPOLIT’s interlocutor in North Ossetia. – But to every businessman to whom Tamerlan Aguzarov offered a post, he gave a chance to earn symbolic capital - authority, a place in history - rather than material.

The head relied on people of action and economic experience, moreover, people like Boris Albegov, Vyacheslav Bitarov, and, of course, Aguzarov himself are people not from the Komsomol environment, like the previous team, not from the system. They have money and experience, they think in slightly different categories.

If you like, these are conservative Ossetians, patriots, at whom many have laughed here for the last ten years.”
