Until recently, there were no norms and requirements in the legislation of the Russian Federation regarding the organization and operation of campsites and tent camps. All existing information related primarily to summer seasonal recreation for children and was limited mainly by the requirements of sanitary and epidemiological stations. Therefore, campsite organizers, in matters where it was possible and appropriate, had to rely only on these outdated provisions.

Due to the great popularity of camping holidays in European countries and the rapid development of this type of tourism business, some legislative acts have been adopted in our country to regulate the process of creating and operating tent and yurt camps, tourist shelters, recreation centers and parking lots. These standards have finally pushed into the background outdated recommendations, GOSTs and letters from ministries, which were no longer able to provide high-quality regulation of this business.

It is worth noting that there are still many blank spots in the issue of organizing tourist centers. But still, many points are covered, and modern regulations can and should be used as practical guidance when organizing a business.

Regulatory documents regulating the activities of specialized accommodation places for tourists

Specialized places of accommodation for tourists for temporary residence are called: holiday homes, as well as shelters for fishermen and hunters, labor and recreation camps, sports centers, tourist shelters and parking lots, floating hotels, boats, aquatels, flotels, rotels, cruise ships, estates.

Today, the main legal document regulating the activities of the above-mentioned places of residence for tourists is GOST R 55319-2012 “General requirements for specialized accommodation facilities” dated November 29, 2012, which came into force on January 1, 2014. This document contains links to related regulations, which describe in detail the requirements for the surrounding territory of tourist complexes, residential buildings, their equipment and the technical equipment of the base. GOST also sets out the requirements for the personnel of recreation centers, provides the characteristics of possible services, and defines the necessary safety and environmental protection measures.


This GOST sets out as fully as possible the requirements for organizing country holidays for tourists. And other standards are indicated, which will be useful for every responsible businessman to study before opening his own base:

  • GOST R 53423-2009 dated July 1, 2011, which defines a unified terminological array of tourism industry concepts in Russian, defines types of accommodation facilities, types of tariffs, types of rooms and possible services;

  • GOST R 50644-2009 dated July 1, 2010, which sets out the requirements for ensuring the safety of tourists;
  • GOST R 54603-2011 dated January 1, 2013, which sets out the requirements for the staff of specialized tourist accommodation facilities;
  • GOST R 52887-2007 dated January 1, 2009, which describes services for children's tourist establishments;
  • GOST R 53998-2010 dated July 1, 2011, which describes services for vacationers with disabilities;
  • GOST R 54599-2011 dated July 1, 2012, which sets out the requirements for services provided by sanatoriums, boarding houses and recreation centers.

In addition to these standards, there are a number of departmental regulatory documents, including Law No. 123 Federal Law, adopted by the State Duma on July 4, 2008, “Technical Regulations on Fire Safety Requirements,” as well as Government Resolution No. 860 of October 29, 2009, which deals with road service facilities.

SANPIN requirements for campsites are set out in SANPIN 2.4.4. 3048-13, and fire safety requirements in PPB 01-03 dated June 18, 2003. It would also be a good idea to familiarize yourself with the Forest Code of the Russian Federation.

To find out which land plots can be leased, you should contact the Ministry of Property Management and Land Relations:

  • if the selected plot is the property of the subject of the federation in which it is located, the issue of leasing is resolved on the spot in the manner prescribed by the appendix to letter NLA No. 1;
  • if the owner of the plot is the Russian Federation, only the Territorial Administration of the Federal Property Management Agency has the right to dispose of it; by contacting there, you can obtain information about the terms of the lease;
